Overview

Pagabo Limited, acting as agent of the Yorkshire Purchasing Organisation (YPO), is seeking experienced contractors and delivery partners to support a major national framework for construction and refurbishment works valued at £5 million and above. This opportunity covers a broad range of project types, including new build, extensions, remodelling, refurbishment, retrofit, specialist fit-out, repairs, MEP works, civils, landscaping, and post-handover support.

The framework is designed to deliver high-quality outcomes across the UK public sector, with a strong emphasis on compliance, collaboration, sustainability, and social value. Successful suppliers will be expected to demonstrate robust project delivery capability, commercial strength, and a commitment to responsible construction practices.

Lot Structure

The framework is structured across 5 lots and 37 sub-lots, combining a collaborative partnership tier with value-band lots segmented by geography.

Lot 1: Collaborative Partner Lot

Lot 1 is a strategic partnership model for projects valued at £5m+, with an estimated total value of £1.25bn incl. VAT. It appoints one supplier per sub-lot, creating five long-term partnership roles across the framework.

The England and Wales sub-lots are themed by specialism:

  1. Lot 1a — Delivery: Long-term integrated partner for project delivery across the framework, managing delivery to high standards through early engagement and transparent practices.
  2. Lot 1b — Sustainability: Focused on environmental, social, and economic outcomes, driving carbon reduction, resource efficiency, and social value through specialist expertise.
  3. Lot 1c — Quality: Responsible for consistent quality standards, right-first-time delivery, defect prevention, and robust assurance processes.
  4. Lot 1d — Scotland: Single collaborative partner appointment covering Scotland.
  5. Lot 1e — Northern Ireland: Single collaborative partner appointment covering Northern Ireland.

All Lot 1 sub-lots allow direct appointment to the single appointed supplier without further competition. Collaborative Partners also take part in further competitions within their own geography. The turnover requirement for Lot 1 is £500m+, and bidders for Lots 1a–1c must complete additional quality questions to determine sub-lot allocation.

Lots 2 to 5: Value-band lots

Lots 2 to 5 are value-band lots, with up to 9 suppliers per geographic area: 6 Core Contractors and 3 Reserve Contractors.

  1. Lot 2: £5m–£15m, estimated value £750m, 12 areas, 6 Core / 3 Reserve.
  2. Lot 3: £15m–£30m, estimated value £1.1bn, 8 areas, 6 Core / 3 Reserve.
  3. Lot 4: £30m–£60m, estimated value £1.3bn, 8 areas, 6 Core / 3 Reserve.
  4. Lot 5: £60m+, estimated value £600m, 4 areas, 6 Core / 3 Reserve.

Lot 2 is split into 12 geographic areas, including Scotland, North East, Yorkshire & Humber, North West, East Midlands, West Midlands, East of England, South West, Wales, London, South East, and Northern Ireland. Lots 3 and 4 use 8 broader regions, while Lot 5 is split across 4 areas: Scotland, England, Wales, and Northern Ireland.

Regional contractor provision

The framework also includes a Regional Contractor definition to support smaller, geographically focused businesses. A Regional Contractor is defined as a supplier operating mainly within a limited geographic footprint, with annual turnover of no more than £275m.

Regional Contractors may bid for up to 6 areas in Lot 2 and up to 3 areas in Lot 3. Pre-allocated regional places are:

  1. Lot 2: 4 Core, 2 Reserve per area.
  2. Lot 3: 2 Core, 1 Reserve per area.
  3. Lot 4: No pre-allocation, but not excluded.
  4. Lot 5: Not applicable.
